TRANSPORT MASTER PLAN OF GREATER ANTANANARIVO

Detailed project description 

The project aimed to develop a Transport Master Plan for Greater Antananarivo, which included the analysis of sustainable solutions to enhance the transport system’s performance. The modeling for this project was carried out using the EMME platform to reflect current conditions and assess traffic forecasts, including the analysis of various development scenarios. The main tasks performed:
• Defining a Comprehensive Policy for Transport Infrastructure: Developing a policy framework for transport infrastructure in Greater Antananarivo.
• Establishing Development and Extension Strategies: Formulating strategies and policies for the development and extension of transport infrastructure based on population growth and economic forecasts.
•Enhancing Integrated Mobility Services: Improving and facilitating integrated mobility services for both passengers and goods.
• Strengthening Economic and Tourism Development: Supporting the country’s economic growth and tourism sector through improved transport infrastructure and services.
• Reducing Poverty in the Project Area: Implementing strategies to reduce poverty by ensuring equitable access to transport services and creating local employment opportunities.

Services provided

• Analysis of the current situation’s characteristics, including modal sharing, PT performance, and network reliability.

• Elaboration of a transport model for the study area using the EMME software. Adjustment and calibration of the traffic model.
• Assessment of traffic forecasts (demand & supply) and modal sharing.
• Simulation analyses and sensitivity tests using the updated traffic model that includes the future proposed projects.
• Multicriteria analysis of various simulations and development scenarios.
• Elaboration of a comprehensive Transport Master Plan for major projects (2022 -2040).
• Development and comparison of alternatives for the Transport Master Plan taking into account the implementation of structuring projects, the strengthening of multimodality and alternative modes.
