PROGRAMME FOR ECONOMIC AND URBAN RESILIENCE IN LEBANON – PEURL

Detailed project description 

The objective of PEURL is to strengthen the resilience of key Lebanese cities—Aaley, Zahle, Jbeil, Halba, Tyre, Nabatiyeh, Tripoli-El Mina, Saida, and Baalbeck—and to empower them by providing the necessary urban infrastructure and services to support socio-economic development. Technical and financial support is provided to these nine Lebanese cities to address urban development challenges, particularly in response to the influx of Syrian refugees in Lebanese towns and cities.  The proposed projects were evaluated based on five eligibility criteria: integrated urban approach, positive socio-economic impacts, alignment with local needs, municipal involvement, and implementation conditions. They focus on three main topics:

  • Promoting Tourism and Small Entrepreneurship: Projects aim to revitalize heritage sites and improve urban environments. This may involve developing green and blue corridors, rehabilitating cultural heritage for innovative uses, such as incubators, and revitalizing historic city centers.
  • Revitalizing Local Economic Activities: Projects focus on regenerating food markets and fishing ports. This includes creating or rehabilitating wholesale and retail food markets, and souks, and upgrading old fishing infrastructure.
  • Enhancing the Private Sector Attractiveness: Projects aim to improve urban mobility and transportation. This includes developing public transportation hubs, improving roads, creating public spaces, and enhancing traffic management.

Services provided

  • Collecting required data through comprehensive field surveys and data collection.
  • Assessment of the current situation in a comprehensive approach.
  • Proposition of the most adequate projects for each studied city.
  • Preparation of a detailed sheet for each project, including a detailed project description, eligibility criteria, E&S screening and technical studies to be prepared before implementation.
  • Preparation of detailed costs per project, including a detailed design study, BOQ, tender documents, and supervision.
