Detailed project description
This study aims to evaluate the technical and economic feasibility of Phase II of the new Port of Saida project, including the development of commercial and touristic harbors.
The study also defines the optimal operational schemes for both commercial and touristic harbors and assesses the potential for enhancing the port’s service levels.
In addition to planning the construction phases of the project, a traffic study and an economic and financial feasibility analysis were conducted to determine the best option for the port (a commercial, touristic, or mixed-use approach).

- Preparation and completion of field surveys, including automatic and manual traffic counts.
- Preparation of a traffic analysis during the construction and operational phases.
- The proposition of traffic management measures and procedures.
- Economic feasibility analysis, and calculation of main indicators (IRR; NPV, etc.) for the three proposed alternatives.
- Financial appraisal of possible concession options and contribution of various stakeholders (including private actors) in the construction and operation (risk sharing, rates of return, etc.).
- Selection of the best option.
